Minutes of the Annual Council Meeting held Wednesday 27th May 2026, at the Village Hall

Present:
Cllr S Riley (Chair), Cllr R Bennett, Cllr J Harris, Cllr J Brown, Cllr P Grimes and the Clerk

38.26 Election of Chair:

Cllr R Bennett proposed Cllr S Riley, seconded by Cllr J Harris.  Unanimously resolved that Cllr S Riley will be the Chair for the forthcoming year. 

39.26 Election of Vice Chair:

Cllr S Riley proposed Cllr R Bennett, seconded by Cllr J Harris.  Unanimously resolved that Cllr R Bennett will be the Chair for the forthcoming year. 

40.26 Apologies for absence:
Apologies were accepted from Cllr P Morris, Cllr C Mead

41.26 Declarations of Interest
None

43.26 Minutes of previous meeting
The minutes of the council meeting held 18th March 2026 were approved and signed as a true record.

44. 26 Lincolnshire County Council Matters
Cllr Bean was not in attendance.

45.26 West Lindsey District Council Matters
Cllr Morris was not in attendance but provided a brief report by email stating that no decision has been made regarding the new administrative structures under the Local Government Reform.

46.26 Highways Matters including waiting restrictions
Cllr Riley reported that Graeme Butler from the Road Safety Partnership has attended a site meeting on Station Road to discuss where the best place to position a flashing speed sign would be.  The site identified is outside a property on Station Road.  Cllr Riley will contact the home owner to check they have no objections to the suggested location.  Graeme Butler also suggested that a SAM would be better suited to that particular location rather than a SID.  This is due to it already being in a 30mph zone.  Cllr Riley had circulated quotes from Westcotec and Messagemaker.  Previous SIDs were purchased from Elan City.  Cllr Riley to contact Elan City for a quote as a discount may be available for repeat custom. Clerk to investigate whether there are currently any grants available for purchasing traffic calming measures. Resolved all information will be circulated prior to the next meeting and a final decision to be made via email.

Further discussions were held regarding parking outside the school and the road markings. Enforcement officers have been in attendance on occasions. Clerk to ask Cllr Bean to request further visits from the school.  Cllr Riley to contact the Head teacher to see if the school are happy with how the current road markings are working.

(b) To approve the Annual Return for the year ended 31st March 2025

Following scrutiny of the accounts and internal audit it was resolved to approve the Annual Governance Statement and the Accounting Statement. The internal audit was undertaken by Cassells Accountants Ltd. Final reports will be published on Grasby Parish Council’s website.

48.26 Neighbourhood Plan Update
The Neighbourhood Plan is currently being reviewed by the independent inspector. The inspector’s report is expected by the end of July.

49.26 Planning Matters

WL/2026/00180- Application for the installation of a 49.9MW capacity solar farm, Airfield Farm, North Kelsey. Decision pending. Grasby parish council have submitted initial comments and will update the Planning Officer with the latest information based on the meeting with European Energy on the 8th April, decision pending.

ACTION: Cllr Bennett to send the updated set of comments to the Planning Officer and European Energy forthwith.

WL/2026/00163 Application to demolish and replace existing conservatory, Blackthorn House, Wilmore Lane, granted.

WL/2025/00676, Land off lane to Hill Farm, change of use to create secure dog walking area, decision pending.  Clerk to contact planning officer for an update

WL/2025/00941, Application for demolition of outbuilding and erection of 1 property, Brocklesby Hill Top, granted with conditions.

50.26 Correspondence

Letter regarding ‘Leads Fest’- A resident has expressed concern about Leads Fest being advertised at land off Hill Farm when planning permission does not appear to have been granted.

ACTION: Clerk to contact WLDC and the District Councillor for Grasby.

51.26 Northern PowerGrid Grasby Village Network Reinforcement-

No further information has been received regarding this work. It remains with the Village Hall Committee to progress the potential use of the hall’s land for the siting of a new substation.

52.26 AGAR Assertion 10 Compliance

Clerk and councillors now have gov.uk email addresses.

53.26 Confirmation of public meeting

Public meeting to be held 10th June in the Village Hall at 7pm. Representatives from Anglian Water will attend to discuss planned works in the village.  All welcome.

54.26 Items for the next agenda

Review of the Grasby Parish Council’s policies and procedures.

55.26 Date and time of next meeting

Wednesday 15th July 2026 @ 7.15pm for public forum followed by Council meeting at 7.30 pm.
