Minutes of the Council Meeting held Wednesday 19th November 2025, at the Village Hall
Present: Cllr R. Bennett,  Cllr J Harris, Cllr C Mead, Cllr J Brown, Cllr P Grimes, Cllr S Riley and the clerk.
District Councillor Cllr P Morris, County Councillor J Bean

81.25 Declarations of Interest –None
 
82.25 The minutes of the council meeting held 17th September 2025 - were approved and signed as a true record.
 
83.25     Lincolnshire County Council Matters: - Cllr Bean reported that food waste collections will commence in March 2026.  Small caddies and bins will be provided and waste will be collected weekly.
 
84.25 West Lindsey District Council Matters: - Cllr Morris reported that there are currently 7 different proposals for Local Government Reform.  WLDC have decided no to choose any of the options and will let central government decide where to place WLDC.  The reason for this decision being that there has been no full disclosure of information making it impossible to make a balanced decision.
 
85.25 Clerk’s report- nothing additional to report that is not covered on the agenda.
 
86.25 Highways Matters including waiting restrictions- The new waiting restrictions outside the school are now in place.  Signage has been erected and the bus stop removed.  Anglian Water have started work on the A1084. The pub has requested that when they undertake work outside the pub that lights be placed considerately so as to not affect business.  Cllr Bean to put in the request to LCC Highways.  Northern Powergrid will be burying the power cables in the future.  There is no date for this work as yet. Grasby Councillors asked if Cllr Bean could suggest that the road resurfacing due to take place on Front Street could coincide with this work.

To estimate the precept for 2026/27
Following scrutiny of the account it was resolved to estimate a precept of £5940.  The increase is due to inflationary costs.  The parish council did not increase the precept last year.

88.25 Neighbourhood Plan Update – Cllr Mead reported that WLDC have decided that an environmental assessment does not need to take place and following a couple of amendments the plan can now be submitted.  Natural England made a late comment regarding the need for an environmental assessment and has agreed that some wording regarding this would be acceptable. Nev Brown at WLDC will receive the plan shortly.  A referendum should take place early next year. ACTION: Cllrs Riley & Mead
 
 
89.25 To discuss the parish council funding the shortfall to complete the GSONP process following government cuts to grants- Cllr Mead reported that they estimate the plan will cost £3000 to complete.  There is the possibility that further costs could be incurred if the inspector has any questions which need answering.  Cllr Morris has met with Grant White at WLDC who is hopeful that WLDC will be able to cover the shortfall.  If not, there are further options that may be explored.  It was resolved Grasby parish Council will cover the cost of printing so that physical copies are available for parishioners.
 
 
90.25 Planning Matters – WL/2025/00676, Land off lane to Hill Farm,     change of use to create secure dog walking area- decision pending. WL/2025/00941, application for demolition of outbuilding and erection of 1 property, Brocklesby Hill Top, pending.  No comments to make from the council.
 
 
91.25 Correspondence-All correspondence has been circulated.  None for further discussion.
 
 
92.25     Additional items for the next agenda- final precept request.
 
93.25 Date and time of next meeting- Wednesday 21st January 2026 @ 7.15 pm for public participation followed by the parish council meeting at 7.30pm
