01.26 Apologies for absence:

02.26 Declarations of Interest –
None
03.26 Minutes of previous meeting –
The minutes of the council meeting held 19th September 2025 were approved and signed as a true record.
04.26 Lincolnshire County Council Matters –
Cllr Bean reported that they are still waiting to hear if Local Government reorganisation is going to go ahead. Some elections have been cancelled due to this, including Lincoln City.
Cllr Bean reported that Highways have informed the utility companies about the planned road resurfacing works in Grasby. The utility companies should not undertake any work following this for at least a year unless in an emergency.
Cllr Bean requested that if anyone notices Anglian Water or vehicles to the quarry damaging the road, this should be reported so enforcement action can be taken.
The budget will be announced in the first week of February.
05.26 West Lindsey District Council Matters –
Cllr Morris reported that WLDC have decided not to choose any of the options proposed for Local Government reorganisation and will allow central government to decide where to place WLDC. The reason for this decision is that there has been no full disclosure of information, making it impossible to make a balanced decision.
He had nothing further to report as the first meeting since the Christmas period has not yet taken place.
Cllr Morris asked what is happening at the quarry as there are a number of vehicles coming and going. The council do not have any information.

06.26 Clerk’s Report –
Nothing additional to report that is not covered on the agenda.
07.26 Highways Matters including waiting restrictions –
Cllr Mead reported that he spoke to the Highways officers who were onsite marking Front Street for resurfacing works. Work is due to commence the second week of April with the aim of completing over the Easter holidays. Letters will be sent to everyone who will be affected.
The works will involve removing approximately 4 inches of the road surface and replacing all covers, with the exception of BT covers. They will try to co-ordinate works with Northern Powergrid works.
Cllr Harris had noticed that the school minibus driver was still parking on the zig-zag lines rather than on the new single yellow line. The driver was unaware he was able to park on the single yellow line.
Cllr Bean to check with Highways that school minibuses are definitely allowed to park on the yellow line. Once confirmed, the bus companies will be made aware.
An enforcement officer has been present outside the school one afternoon.

(b) Final precept request 2026/27 –
Resolved to request a final precept of £5940.

(c) To discuss new spreadsheet to aid with accounting and budgeting –
Cllr Riley has made improvements to the spreadsheet for the parish council accounts. It was resolved to use the new spreadsheet in the next financial year.

09.26 (i) Neighbourhood Plan Update –
Cllr Mead reported that the plan has now been submitted and WLDC has started the Regulation 16 consultation. The consultation will run until 13th March.
Notices have been published and social media has been updated with all the details of the consultation and where the plan is in its timeline. WLDC have uploaded all the documents to a Grasby and Searby Neighbourhood Plan webpage. All comments now need to be made through WLDC.
It was confirmed the steering group will have no further involvement with the next steps. During the next steps, the steering group’s planning consultant is available for any questions the planning inspector may have. A referendum will follow.
Cllr Harris thanked the Neighbourhood Plan steering group for all their hard work in putting the plan together.
(ii) Approval and acceptance of the Grant Agreement for the offer of a £3109 grant by WLDC from the Community Development Fund in order to complete the Grasby, Searby and Owmby Neighbourhood Plan –
WLDC Community Fund have granted £3109 for the completion of the Neighbourhood Plan. There is a list of conditions attached to the grant which are available for the Parish Councillors.
Cllr Harris proposed Grasby Parish Council accept the grant. Seconded by Cllr Riley. All agreed. Resolved to accept the grant.
The grant money will be held separately from parish council money and any VAT incurred will be reclaimed by WLDC.
10.26 Planning Matters –
WL/2025/00676, Land off lane to Hill Farm, change of use to create secure dog walking area – decision pending
WL/2025/00941, demolition of outbuilding and erection of 1 property, Brocklesby Hill Top – pending
WL/2026/00002, approval of reserved matters for 2 dwellings, Station Road – parish council to comment regarding proposed tree planting to ensure the protected view is not obstructed
WL/2025/01247 (variation of condition 1 of planning permission WL/2024/00943) approval of reserved matters for 2 dwellings, land to west of Station Road – parish council to make comments regarding access and native hedge planting
WL/2025/01208 – Proposed extensions Beck House, North Kelsey Moor – no comments to make
11.26 Correspondence –
(i) Northern Powergrid Works – Clerk to contact Northern Powergrid with suggested dates for meeting
(ii) Viking Way Benches – WLDC have offered some benches to be placed on the Viking Way. Following discussions, it was decided that there are no suitable areas in the parish to place one of the benches

Two quotes for the grass cutting tender were received. Following discussions, it was resolved to award the tender to M Williams
