Minutes of the Council Meeting held Wednesday 18th March 2026, at the Village Hall

16.26 Apologies for absence:
Apologies were accepted from Cllr P Grimes
17.26 Declarations of Interest –
Cllr S Riley declared a non-pecuniary interest in item 7 of the agenda, to consider purchasing a further SID for Station Road.
18.26 Minutes of previous meeting –
The minutes of the council meeting held 21st January 2026 were approved and signed as a true record.
19. 26 Lincolnshire County Council Matters –
Cllr Bean reported the plans for Local Government Reorganisation are still unclear. There are currently 4 options and consultation is ongoing. A decision is due in July.
A planning application has been submitted for the solar farm which will affect Grasby, North Kelsey and Caistor.
Cllr Bean has spoken to highways regarding the waiting restrictions outside the school and confirmed that a school bus can stop anywhere outside the school. The taxi can stop on the yellow lines for loading and unloading but not on the zig-zag lines. The parish councillors expressed their disappointment that this is still ongoing as the taxi replaced the school bus. Grasby councillors would like the taxi to have the same rights as a bus for the safety of the children. Concerns were raised regarding parents speeding and parking without consideration for others. Enforcement officers have visited the area and tickets have been issued.
There is no further information regarding the quarry.
Lincolnshire County Council has postponed planned resurfacing work in the village until Anglian Water has finished their works.
Pot holes on Church Lane and Main Street have now been repaired. It is easy to report a pothole using fixmystreet.com.
The budget for the council tax was set at a 2.9% increase- lower than asked for. Councillors’ allowances have been frozen.
20.26 West Lindsey District Council Matters –
Cllr Morris reported that WLDC has decided not to choose any of the options proposed for Local Government reorganisation and will allow central government to decide where to place WLDC. The reason for this decision is that there has been no full disclosure of information, making it impossible to make a balanced decision.
He also reported that WLDC is the preferred bidder for Scampton. WLDC would buy the site and sell it to Scampton Holdings to redevelop the site. If the site is not developed within 3 years by Scampton Holdings it will be sold back to WLDC for the same price. LGR will not affect this process.
Food caddies will start being collected on 30th March.
27.26 Clerk’s Report –
Nothing additional to report that is not covered on the agenda.
28.26 Highways Matters including waiting restrictions –
A parking enforcement officer has been present at the school. Buses are allowed to park on yellow lines and zig-zags. The taxi is allowed to park on the yellow lines for loading and unloading.

Cllr Riley circulated information regarding various traffic calming measure including SIDs for Station Road. The parish council will consider purchasing a SID for the road. It was agreed further investigation is required. Advice to be sought from Graeme Butler at the Lincolnshire Road safety Partnership.

29.26 Finance – Request for grant funding from Grasby Village Hall for insurance
A request was received from Grasby Village Hall to help towards the insurance costs for the village hall. The village hall is an important asset to the community. It was resolved to grant £727.85.

31.26 Neighbourhood Plan Update –
Cllr Mead reported that the regulation 16 consultation ended 13th March. The WLDC officer is currently on leave so there is no further update at present. Comments will be summarised and posted on the WLDC website. The next stage is for the plan to go to the planning inspector and finally a referendum will be held.
32.26 Planning Matters –
WL/2026/00180- Application for the installation of a 49.9MW capacity solar farm, Airfield Farn, North Kelsey. Concerns were raised regarding the Chalk Stream. It was resolved to contact Caistor and North Kelsey councils to discuss prior to submitting comments.

WL/2025/00676, Land off lane to Hill Farm, change of use to create secure dog walking area, decision pending.

33.26 Correspondence –
All correspondence has been circulated including information regarding Local Government Reform.
34.26 Northern Powergrid Grasby Village Network Reinforcement-
Northern Powergrid would like to position the new substation on village hall land. The village hall has asked for some money towards replacing the oil tank, which would need to be moved, with gas but Northern Powergrid are unwilling to fund this.
35.26 AGAR Assertion 10 Compliance-
Following the addition of Assertion 10 to the end-of-year audit, the Clerk has circulated information to councillors regarding compliance. The main change will be the introduction of gov.uk email addresses. Cllr Riley has contacted Cloud Next to investigate acquiring a domain server to host the required gov.uk email service and circulated the information. Resolved to proceed with Cloud Next.
