Minutes of the Council Meeting held 17th July 2019, at 7.30 pm in the Parish Room at the Village Hall.

Present: Cllr R. Bennett, Cllr. J Harris, Cllr. V Wood (previously Forbes), Cllr K Edmondson-Jones, Cllr K Hallett, Cllr Strange & Clerk

Public Participation

A member of the public spoke to the Parish Council regarding a potential planning application on Bentley Lane.  Pre application advice has been sought from WLDC who have indicated they would support 2 dwellings.  The parish council were asked for their views and stated that they had concerns regarding the access as the road is narrow.  Applicant will seek to address this possibly by providing more parking spaces at each dwelling than is usual.  Applicant to also consider the pond, surface water drainage.  The parish council expressed a preference for smaller dwellings rather than large executive style properties.

50.19    The Minutes of 15th May 2019- following a correction of a typing error the minutes were approved and signed as a true record. 

51.19     Lincolnshire County Council Matters:-EGDON planning application was approved.  Noise is to be limited to 42dB.  Light pollution to be closely monitored.  

52.19    West Lindsey District Council Matters: - WLDC are currently looking at ways to cut costs.
 
53.19    Clerk’s report- Nothing additional to report.  All items covered on the agenda.

54.19    Highways Matters- Cllr Wood passed the community speed watch scheme forms regarding sighting of passive signs to the clerk.  Clerk to forward to Lincolnshire Road Safety Partnership.  Resolved a notice to be placed on Go Grasby asking for further volunteers willing to sign up to the community speed watch team.  A member of the public has contacted the clerk regarding parking outside the school.  Clerk to write to highways requesting they review the road markings and yellow zig zag lines.

Resolved: Cllr Bennett, Cllr Brown, Cllr Wood, Cllr Harris & the Clerk to be signatories.  Cllr Bennett and the Clerk to operate online banking.

56.19    Correspondence- Relevant emails have been circulated.  

57.19    Memorial for Alec Brown-   Cllrs awaiting response from Mrs Brown regarding the wording for the plaque to be placed on the bench.

58.19    Grasby Church tree maintenance- Whitebeam tree has been pruned.  Council awaiting 3 quotes for works to prune further trees and remove self-set trees.

59.19    Air quality in the village and the burning of treated wood- air quality appears to have improved. 

60.19    Neighbourhood Plan- Janet Clark from Community Lincs spoke to the councillors prior to the council meeting to give a brief overview of what a neighbourhood plan is and how it may benefit the local community.  Resolved to arrange a community consultation event.

61.19    Planning applications and decisions- PA139312- application for erection of a single storey dwelling- Land at Sailsbury, Main Street- refused. PL/0083/19 and PL/0084/19- granted.
