Minutes of the Annual Council Meeting held May 17th, 2023, at the Village Hall
Present: Cllr R. Bennett, Cllr. J Harris, Cllr J Brown, Cllr P Grimes and the clerk.

34.23 Election of Chair- Cllr Grimes nominated Cllr Bennett, seconded Cllr Brown. All agreed. Resolved Cllr Bennett to be chair for the coming year.
35.23 Election of Vice Chair- Cllr Bennett nominated Cllr Harris, seconded Cllr Brown. All agreed. Resolved Cllr Harris to be vice- chair for the coming year.
36.23 Co-option of A Sarahan- A Sarahan unable to attend meeting. Item to be placed on July agenda.
37.23 Apologies for absence: Apologies were accepted from Cllr Morris & Cllr Smith
38.23 Declarations of Interest –None
39.23 The minutes of the meeting held 15th March 2023 - were approved and signed as a true record.
40.23 Lincolnshire County Council Matters: - Cllr T Smith was unable to attend. He had circulated an email confirming work is due to be carried out on the large pothole partially filled by Anglian Water.
40.23 West Lindsey District Council Matters: -Nothing to report.
41.23 Clerk’s report- nothing additional to report that is not covered on the agenda.
42.23 Highways Matters- The pole for the SID has now been erected. Clerk to contact the Lincolnshire Road Safety Partnership regarding the sign being installed. The Community Speed Watch group is no longer running. The council still has the equipment should anyone wish to volunteer in the future.

Following the internal audit by Cassells Accountants it was resolved to approve both the Annual Governance Statement and the Annual Accounting Statement.
45.23 Neighbourhood Plan Update – Cllr Bennett reported that the steering group is meeting monthly, and progress is being made. Searby cum Owmby is now going to work together with Grasby on the Neighbourhood Plan. Nev Brown from WLDC has applied for the area to be re-designated to include Searby. The steering group is made up of:
Chris Mead (Chair), Steve Riley (secretary), Janet Brown (treasurer), Rob Bennett, Nick Harrison, Julie Turnbull, Mike Downing and Tim Phipps. Grants for the plan have not published yet and the groups are currently unable to apply for any grant funding. The council resolved to pay £66 for the printing to publicise the plan. The next meeting will be held 13th June.
46.23 Memorial for Cllr Strange- No further progress has been made.
47.23 Planning applications & decisions: PA146308- Five Gables, retrospective application for single storey extension- granted, PA146265- The Grange, listed building consent to install wood burning stove- granted, PA146226- Owmby Wold Lane- application to erect 1 paragraph 80 dwelling, consultation underway. APP/N2535/W/””/3291802- appeal for 4 dwellings, Clixby Lane- appeal dismissed

49.23 Date and time of next meeting- Wednesday 19th July 2023 at the Village Hall. Public participation to commence at 7.15pm followed by the Council meeting at 7.30pm
