Minutes of the Council Meeting held September 20th 2023, at the Village Hall

Present: Cllr R. Bennett, Cllr. J Harris, Cllr J Brown and the clerk.

County Councillor Cllr T Smith 

District Councillor Cllr P Morris

2 members of the public.

Public forum- two members of the public expressed concerns regarding PA1472180 reserved matters.  Points raised included the fact that the proposed dwelling will overlook neighbouring properties, will have a visual impact on the site and surrounding area, there is a disparity between the outline permission (PA141203) and this application.  The original application is for a 1.5 storey dwelling.  This application is for 2 storeys.  The application is also significantly lacking in detail- measurements etc are not included.

65.23   The minutes of the meeting held 19th July 2023 - were approved and signed as a true record. 

66.23    Lincolnshire County Council Matters: - Cllr T Smith reported that he has spoken to Jeanne Gibson regarding proposed waiting restrictions.  A meeting is to be arranged to discuss.  Cllr Brown and Cllr Harris to attend.  

Cllr Smith reported that he is happy to arrange a walk around with the head of Highways to point out issues if the parish council feel that it is necessary.  A further £8.7million from council underspend is being made available to highways for rural road improvements.

Cllr Bennett asked if the stop  notice is still current at Scampton, it is but some work is still able to continue.  Judicial review date is 31st October and 1st November.  There is a question regarding whether the scheme is value for money.

67.23   West Lindsey District Council Matters: -Cllr P Morris reported that CCTV has been installed in some fly tipping hotspots.  The Caenby Corner waste depot now has 2 plug in electric vans.

68.23   Clerk’s report- clerk reported Cllr Sarhan has resigned from the council due to personal reasons.  Anyone who is interested in joining the council should contact the clerk.

69.23   Highways Matters- SID interactive sign has now been installed and appears to be slowing traffic. It was confirmed that the 30mph speed limit on Station has been extended but not as far as the Parish Council had requested.

71.23   Neighbourhood Plan Update – Chris reported 82 responses have been received to the neighbourhood plan questionnaire. Data is now in the process of being analysed.  The designated area now includes Owmby cum Searby. Grants for the neighbourhood plan are now available and a draft application has been filled in.  It was reported that it needs to be decided if the plan should include development proposals, a design guide and if a housing assessment is needed.  

72.23   Planning applications & decisions: PA146886- application to erect single storey front and rear extension, Cherrymede, Station Road- granted.  PA1472180- Application for approval of reserved matters to erect 1 dwelling following outline permission PA141203, 11 Clixby Lane- council to submit comments drawing attention to the lack of detail in the application, the size of the dwelling (2 storeys not 1.5), concerns regarding overdevelopment of the site, overlooking neighbouring properties and regarding the volume of material which will need to be removed from the site

73.23   Additional items for the next agenda- consideration to purchase another SID, precept estimate.
