Minutes of the Council Meeting held Wednesday 20th November 2024, at the Village Hall
Present: Cllr R. Bennett,  Cllr J Brown, Cllr S Riley, Cllr C Mead, Cllr P Grimes, Cllr J Harris and the clerk.

79.24     Apologies for absence: None

80.24    Declarations of Interest –None

81.24    The minutes of the meeting held 18th September 2024 - were approved and signed as a true record. 

82.24     Lincolnshire County Council Matters: - Cllr T Smith reported that one Canty Nook and Church Hill water leaks have been repaired.  Another leak has been reported.   Cllr Smite to write to the local MP as this is a continual problem.  A number of pot holes have been reported.  Grit bins will filled if reported on fixmystreet.com. Dog waste bins need to be repaired. There will be a QR code on the bins which can be used to report issues.

Some cars have been parking in the school bus stop.  Cllr Smith has reported and enforcement will visit when they are next in the area.  The school taxi is permitted to park there. Cllr Smith will also contact parking services to clarify that the people carries/taxi can use the bay in order to drop off/pick up.

83.24    West Lindsey District Council Matters: -Cllr P Morris reported the cost of the green bins is going to increase by £2 next year.  Food waste bins will be distributed to households in 2026 for weekly collections.  Further details will follow.  The idea is to cut landfill. Cllr Smith to forward the cost benefit analysis of the food waste collection.

84.24    Clerk’s report- nothing additional to report that is not covered on the agenda.

85.24    Highways Matters- The new SID has been delivered.  Graeme Butler will need to be contacted to set it up.  Cllr Morris to request road sweeper for Vicarage Lane due to the large number of fallen leaves.

86.24    Finance –

(b) Payments received- VAT reclaim- £463.10

(c) Precept estimate 2025/26- Following scrutiny of the accounts it was resolved to estimate the precept at £5340

87.24    Neighbourhood Plan Update – Cllr Mead reported that the consultant has carried out a site visit of the 6 sites put forward for future development.  Public consultation is also underway and a public meeting is scheduled for 27th November.  2 respondents have stated that they don’t want any development in the village. The deadline for responses is the 15th December.  The NP group have also met with the Village Hall Committee to discuss community aspirations.  The group are continuing with maps, plans and the format of the document. Aiming for the draft plan by the end of January.

88.24    Planning applications & decisions:  WL/2024/0818-application to erect single storey extension, 29 Station Road- no comments to make,  WL/2024/00943- application for reserved matters of 2 dwellings, Land to west of Station Road- comments regarding appearance and large scale to be submitted.

89.24         Correspondence- A letter requesting grant funding towards tree  maintenance in the cemetery has been received.  Resolved to ask for more quotes prior to awarding a grant.

90.24    Superfast Broadband: Item to remain on the agenda.
     
91.24    Parish Council Website: Item to remain on the agenda following a change of webmaster at LALC.

92.24    Additional items for the next agenda- none

93.24    Date and time of next meeting- Wednesday 15th January 2025 at the Village Hall.  Public participation to commence at 7.15pm followed by the Council meeting at 7.30pm
