Minutes of the Annual Council Meeting held September 21st 2022, at the Village Hall

Present: Cllr R. Bennett, Cllr. J Harris, Cllr. V Wood, Cllr J Brown, Cllr Hallett, Cllr C Ridgway, District Councillor P Morris, County Councillor T Smith and the clerk.

64.22   Apologies for absence: Apologies were accepted from Cllr A. Sarahan

65.22   Declarations of Interest –None

66.22   The minutes of the meeting held 20th July 2022 - were approved and signed as a true record. 

65.22   To co-opt Caroline Ridgeway on to the Parish Council- Proposed K Hallett. Seconded V Wood.  All agreed.  Resolved to co-opt C Ridgway on to the Parish Council.

66.22    Lincolnshire County Council Matters: - Cllr Smith reported that consultation will be carried out regarding new lines being painted on the roads in the village between 29th September and 27th October.  
Comments regarding the proposals should be sent to Miss N Hodson, Traffic Orders Section, LCC, Lancaster House, 36 ORCHARD Street, Lincoln, LN1 1XX. The Parish Council object to the position of the proposed bus stop due to safety concerns.  Any bus parking on the proposed stop will block the road forcing all traffic down Church Side which is too narrow.  The Parish Council also disagree with the positioning of a number of the areas marked for yellow lines. Council to formally object to the proposals.

67.22   West Lindsey District Council Matters: - Cllr P Morris reported the EGDON application has gone to appeal.  A new barn has been erected at Manor Farm for storage of machinery and crops and appropriate planning laws have been followed. The planned budget consultation meeting at Caistor had had to be cancelled due to the death of the Queen.  Cllr Morris will circulate new date. Ian Knowles meeting in Grasby has been cancelled and will be scheduled for the New Year.

68.22   Clerk’s report- The clerk reported that she had attended the memorial for Cllr Strange. 

69.22   Highways Matters- Resolved the proposed waiting restrictions and bus stop to be formally objected to by the parish council. Cllr Harris commented on the Archer survey results sent from Simon Hart at Lincs CC.  He noted that there is no mention of where the survey equipment was positioned. Looking at the information available it appears as though they were positioned near junctions which would have affected the average speed as some vehicles wold have had to low down to turn.  Cllr Harris noted that almost 62% of vehicles were travelling above the speed limit.  1 in 5 (21%) were travelling above 50mph.

It was felt that on this data a speed camera could be justifiable.  Prices for Speed Indicator Devices have been circulated. Resolved to purchase SID.  Clerk to contact Road Safety Partnership to ask for advice where to position the sign.

71.22   Correspondence- Option to opt out of the SAAA central external auditor appointment arrangements.  Resolved not to opt out of the agreement.

72.22    Neighbourhood Plan- Following advice from Nev Brown a steering group will be set then a grant can be applied for in order for the plan to progress. The area has already been designated which is the first step.
   
73.22     Memorial for Cllr Strange- No further progress has been made.

74.22    Planning applications & decisions.  PA1144527- inspectorate appeal, land at Station Road, Grasby.  No comments to be submitted.

75.22        To review parish council’s policies and procedures

Resolved clerk to be The Parish Council’s data Protection Officer. The following policies and procedure were reviewed:

Data breach, disciplinary, equal opportunities, data protection, financial regulations, freedom of information, general privacy notice, complaints, standing orders, risk management and grievance.

Resolved to accept the Policies and Procedures.

76.22   Additional items for the next agenda- precept estimate.
