Minutes of the Council Meeting held November 16th 2022, at the Village Hall

Present: Cllr R. Bennett, Cllr. J Harris, Cllr J Brown, Cllr Hallett, Cllr A Sarahan, District Councillor P Morris, County Councillor T Smith and the clerk.

A member of the public requested that future meeting dates be added to the website as the agenda is not always clearly visible on the noticeboard.  Clerk to add to the website.

A member of the public raised the issue of parking at school times.  Cllr Harris explained the proposed plan from Lincs CC Highways and the Council’s objections to the proposed plan, primarily the location of the proposed bus stop, and the parish council’s suggested amendments.

79.22   Declarations of Interest –None

80.22   Election of Vice Chair- Cllr Hallett proposed C Ridgway, Cllr Sarahan proposed Cllr Harris.  Cllr Harris was voted as vice-chair.

81.22   The minutes of the meeting held 21st September 2022 - were approved and signed as a true record. 

82.22    Lincolnshire County Council Matters: - Cllr T Smith reported that he has had no major issues reported to him other than the ongoing complaints regarding the yellow lines.  As objections have been made to the yellow lines the proposal will go to the planning and regulatory committee.  Cllr Smith to advise when it becomes an agenda item.

Cllr Bennett reported that the surface of the Viking Way from Grasby to Owmby is very uneven and broken and is not wide enough for a pushchair or wheelchair.  Cllr Smith to report however it was noted that the Viking Way is a right of way rather than a public footpath.

83.22   West Lindsey District Council Matters: - Cllr Morris reported due to the changes at central government there has been very little happening at local level.  The new central plan has been passed to the inspectorate.  There is a grant being made available for rural projects.  Suggestions for spending the grant are welcome.

84.22   Clerk’s report- nothing to report that is not on the agenda

85.22   Highways Matters- Cllr Harris met with Graeme Butler from the Road Safety Partnership to discuss the positioning of the SID.  Having a solar powered unit limits where the device can be positioned.  Three possible areas were identified:

1.   Location close to the 40/50 terminal speed limit signs to the west of the properties there. There is some available verge but the location would trigger the sign when vehicles are still well within the 50 limit on approach and so this is not ideal.

2.   A location outside of the properties is a good option, but would mean that the residents there would have the sign unit outside of their property. 

3.   The final location just to the east of the properties and in front of the direction sign for the crossroads. This is not directly outside properties, but the sign may partially block the view of the direction sign and although this is not ideal, it’s probably the best option available.

Resolved to go with option 3 and locate the sign east of the houses.  Clerk to contact Graeme Butler to confirm and also request a final quote.

Cllr Bennett has all the Community Speed watch equipment which is available for the speed watch to use as and when required.

b) Following scrutiny of the accounts is was resolves to submit a precept estimate for 2023/24 of £4765   

87.22   Tenders for village grass cutting- Clerk to place on notice on the website and also contact all contractors who have expressed an interest prior to the meeting.

88.22   Parish Council Membership and Vacancy- 

Cllr Wood has resigned from the parish council leaving 1 vacancy.  The council is not able to co-opt until confirmation is received from WLDC that they are able to do so.

89.22   Neighbourhood Plan Update

A small working party of volunteers has been formed.  Item to remain on the agenda.

90.22     Memorial for Cllr Strange- No further progress has been made.

91.22        Planning applications & decisions.

PA144527- inspectorate appeal, land at Station Road Grasby- Refused,  PA145578- Land to rear    of 8 Station Road- withdrawn by applicant, PA145660- 6 Clixby Lane,    application for extension- no comment.
